Purchasing Drugs

Drugs can be obtained through Emory's Procurement Department. Certain drugs that are specifically designated for use in animals and are not a controlled substance can also be purchased through the Division of Animal Resources. All controlled drugs must be ordered through the Procurement Department.

To meet the needs of investigators that do not have DEA registration, the Division of Animal Resources can provide anesthesia and euthanasia services on a fee-for-service basis. Requests for this technical assistance can be scheduled by calling the offices of the Division of Animal Resources veterinary technicians at 404.727.3186 or 404.727.3685. Additionally, the DAR veterinarians are available to offer guidance regarding the most appropriate drug choices and other related matters and can be reached by calling 404.727.3248.

Ordering Controlled Drugs through Emory's Procurement Department

A researcher must register with both the federal Drug Enforcement Agency (DEA) and the State of Georgia Board of Pharmacy (GBP). A practitioner that has a DEA registration for controlled substances must also have a researcher's permit issued by the GBP in order to use the controlled drugs in a research capacity. The Georgia Drugs and Narcotics Agency (GDNA) will then conduct a site inspection before registration is issued. Roger Knight (rkinght@emory.edu) can assist with the process of placing orders through the Procurement Department once all appropriate registrations have been obtained.

Emory's Controlled Substances Policy will be available shortly on the Procurement website. This Policy provides a summary of registration procedures and legal requirements. All registrants are responsible for ensuring compliance with this Policy. You can contact the Office of Research Compliance (ORC) at 404.727.2398 or orc@emory.edu if you have additional questions.

The application for a Georgia researcher's permit can be found on the website of the Georgia Bureau of Pharmacy.

DEA registration information and application forms can be found on DEA's website at http://www.deadiversion.usdoj.gov/drugreg/index.html#1. Practitioners should use DEA Form 224 for their initial registration application and Form 224a for renewal applications. Non-Practitioners should use DEA Form 225 for their initial application and Form 225a for renewals.

The Registrant is responsible for contacting the GDNA to arrange for an inspection only after the GBP has notified the Registrant that his/her application has been processed. Contact information for the GDNA can be found at the agency's website.

Ordering Other Veterinary Drugs through Emory's Procurement Department

Vendors can sell drugs to researchers that otherwise require a veterinary license, provided that the appropriate procedures have been completed. This includes agents such as meloxicam, acepromazine, atipamezole, medetomidine, xylazine, yohimbine and sterile fluids. A researcher should contact the vendor to discuss the requirements for a particular agent. You will likely need to submit a form that indicates your intended use of the agent. A researcher will also often need to register with the State of Georgia Board of Pharmacy in order to purchase drugs, even if they are not controlled. Roger Knight (rkinght@emory.edu) can assist with the process of placing orders through the Procurement Department.

Ordering Veterinary Drugs through DAR

A researcher can purchase regularly stocked drugs through DAR, if these drugs require either a veterinary license or registration with the State of Georgia Board of Pharmacy. You can contact the DAR front desk at 404.727.3248 to place an order.
